This error can occur for any of the following reasons:

• Bet Angel is unable to find a certain file required to start up Bet Angel. You should un-install Bet Angel and then re-install using a fresh download.
• You are not logged into Windows with administrator rights
• The timezone, daylight savings settings, time and date are not set correctly in Windows
